26 Federal Plaza, Jacob K. Javits Federal Building

WDP is providing Building Envelope Commissioning (BECx) services on behalf of the CMa, Skanska USA Building Inc., for the reconstruction of the Jacob K. Javits Federal Building located at 26 Federal Plaza. The project scope consists of reconstruction of the plaza, below-grade parking structure, and replacement of the roofing. The building serves the needs of the Federal Bureau of Investigation (FBI), the U.S. Department of Health and Human Services, and the U.S. Army Corps of Engineers. The renovation is targeting LEED Gold certification.

WDP developed the building enclosure commissioning plan based on ASTM standards and existing construction documents, including approved submittals. This project has a special focus on the challenge of integration of the new waterproofing and roofing systems with the surrounding existing sidewalk and building structures. WDP aids this effort through BECx services such as submittal review, construction observation, oversight of field testing, and tracking the resolution of issues as they are encountered.

  • Perform a review of approved roofing waterproofing submittals and shop drawings to create the commissioning plan per ASTM E2813.
  • Participate in BECx kick-off meetings with CMa, CMc and roofing/waterproofing subcontractor, and others as required.
  • Perform site observation visits to observe and document that the installed systems are consistent with the approved design documents, submittals and/or shop drawings.
  • Maintain a BECx issues and resolutions log.
  • Issue interim BECx reports and final BECx report that is inclusive of interim reports, issues and resolutions log, and other relevant information.
